2. If you slow down the shutter speed of your camera, the water becomes all smooth and milky looking. For some reason, this is desirable, so I have done it.

3. Are black and white pictures simply an attempt to make boring subject matter seem moody and interesting?

Your black and white shots could slide easily into an Ingmar Bergman film. So the attempt succeeds.
If you take the waterfall pictures during the day, you’ll have to use a tripod and a very small aperture. However, there are also neutral density filters that you can buy that reduce the amount of light. Good luck! Would love to see some of yours!
